In 2008, High Road Academy and Anne Arundel County became partners in the development of a Type II program.  In the state of Maryland, a Type II program refers to a nonpublic program operating in a public school for the purpose of providing specialized services within a less restrictive setting (LRE).

The idea for starting a partnership program came about as a result of Anne Arundel County’s acknowledgement of the excellent academic growth of students placed at the main school in Howard County.  Mary Tillar, Director of Special Education, and Ellen Gaske, Executive Director of High Road Academy (Howard County) collaborated to establish a unique four school model for the Type II programs.  The programs are located at each of the following public middle schools in Anne Arundel County:  Annapolis Middle School, Wiley H. Bates Middle School, Brooklyn Park Middle School, and Lindale Middle School.  Each site has one High Road Academy classroom and is staffed by one special education teacher and two assistant teachers.  A total of thirty-six students are served in the combined four schools.  Mr. Jordan Pugh, a former teacher at High Road Academy (Howard County) is the Program Director.  Mr. Pugh expertly manages the day to day operations of each of the school programs in addition to putting in a lot of miles driving from site to site!

The benefits of bringing the services of a nonpublic program to a regular public school are many.  Students have the opportunity to remain in a setting with same age peers and participate in general education classes for all content and elective classes.  Students are also spared sometimes LONG bus rides outside of their communities and, hence, are limited participants in after school and other extracurricular activities with peers when they attend separate nonpublic schools.  The ability for students to remain in their neighborhood schools provides an opportunity to stay connected with friends while also receiving needed supports to enhance instruction for their learning disabilities, particularly in reading, written expression, and math.

The biggest benefit, by far, is the terrific partnership between the High Road Academy staff and the public school staff.  The students have the best of both worlds-highly trained and expert special education staff along with access to the best that public schools have to offer!
